Full-Time, Temporary Civil Service position. The Planner is responsible for preparing statewide plans for the CDPHPD and performs the full range of professional planning work, including conducting studies, assessments, fact-finding, and analysis of complex issues and policies. It provides leadership in planning expertise in the Division that includes knowledge of national and state trends and policy and program changes in public health and health care. This includes 1) coordinating and developing long and short-term strategic, business, and operational plans; 2) formulating legislative and administrative proposals that support the implementation of the Division’s strategic and operational plans; 3) identifying gaps in the following areas: policy, systems, environment, programs and services, resource use, and availability; 4) overseeing, coordinating, and/or conducting the tracking of legislative bills, measures, and hearings for the Division; and 5) providing consultation, technical assistance, and training to Division programs on strategic, business, and operational planning and policy development. Guides development and interpretation of logic models for Division programs, ensuring that Division staff are guided and supported according to planning standards in their respective health areas.

Minimum Qualifications
To qualify, you must meet all of the following requirements: EDUCATION: Graduation from a four (4) year college or university with a bachelor’s degree. A master’s degree in public health, public administration and planning, business administration, or any of the health or social sciences is preferred.
EXPERIENCE: No specialized experience required for Level I. One-half (½) year for Level II, one and one-half (1 ½) years for Level III, two and one-half (2 ½) years for Level IV, and three and one-half (3 ½) years for Level V of progressively responsible professional planning experience which included the collection and evaluation of an extensive variety of physical, social, economic, and environmental data; determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions; and identify problems and opportunities relative to public health.
