Minimum Qualifications
A Bachelor’s degree in Public Health, Epidemiology, Health Informatics, or Statistics or a related field and four years of research experience in the collection and analysis of data; OR an Associate’s degree in a related field and six years of such experience; OR eight years of experience. A Master’s degree in a related field may substitute for one year of experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications
Graduate degree in Public Health or related field and experience in public health research and program evaluation which demonstrates proficiency in project planning and coordination, data collection, data analysis, interpretation, and dissemination of program findings for varied audiences, and provision of evaluation technical assistance. Evaluation and cost-benefit analysis experience including evaluation of workforce strategies and community-based interventions and programs; demonstrated experience using data management and collection tools, various statistical methods in program evaluation. Intermediate or advanced proficiency using SAS. Experience using other evaluation/statistical applications experience.

Responsibilities
The Associate Program Research Specialist will work in the Office of Science with primary responsibilities to lead performance measurement and evaluation efforts for the CDC Strengthening Public Health Infrastructure, Workforce and Data Systems grant. The aim of this grant is to help meet critical public health infrastructure needs and strategic investments that will have lasting effects on NYSDOH and public health agencies across New York State.

The incumbent will work across the department and with external stakeholders on innovative teams designed to assess and support enhancements of the public health workforce. In collaboration with federal technical assistance providers, NYSDOH staff, and grant partners and stakeholders, the incumbent will develop and update evaluation plans that include an overall Evaluation and Performance Measurement plan and specific evaluation studies. The incumbent will oversee the implementations of the Evaluation and Performance Measurement plan and specific evaluations plans, which include but are not limited to data collection, analyses, report development, results dissemination and use for grant implementation improvement activities. The incumbent will facilitate internal and external evaluation collaborations and provide evaluation technical assistance to grant-related partners and stakeholders, and manage the evaluation contractor and staff in supporting the implementation of the evaluation plans. Finally, the incumbent will facilitate organizational participation in national evaluation requirements and initiatives.
