Minimum Qualifications
Bachelor’s degree in Public Health, Statistics, Biostatistics, Epidemiology or a related field and two years of experience collecting and analyzing data; OR an Associate’s degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of such experience. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access. Preferred Qualifications
A Master’s degree in Public Health, Computer Science, Epidemiology, Statistics, Economics or a related field. Experience in data management, analysis and reports generation using SAS, R, GIS, Tableau, and/or other analytical and data management tools; strong experience with processing and analyzing large data sets such as Institutional Cost Reports, HFIS, SPARCS, etc., particularly those involving health care markets, services and population demographics; strong analytical and communication (both written and verbal) skills with the experience presenting data to interested parties with varying technical backgrounds; experience with conducting program evaluation research in public health.
The Data Analyst IV will contribute toward the response to and/or respond/prepare data needs/requests for health care facilities by facility type and health care utilization of defined focus areas (county, region or zip codes), contribute to developing need methodologies for specific health care providers/facilities; metrics for evaluating quality and efficiency of programs and entities providing primary care needs that will enable managers; and contribute to performing data analysis on accessing the population health and to use results to contribute toward making recommendations for program initiatives. The Office of Primary Care and Health Systems Management (OPCHSM) regulates and oversees the health care system to ensure access to high quality, affordable, and equitable health care services for all who receive care from New York’s health care providers and facilities. The Data Management, Analysis, and Research Group (DMAR) of OPCHSM provides analytical support, and evaluates program performance and quality of care.
