Minimum Qualifications

Bachelor’s degree in a related field and two years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate’s degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of such experience.

 

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications

Master’s Degree in Public Health or related field. Experience with conducting quality improvement projects. Working knowledge of surveillance systems, preferably public health/epidemiology systems. Demonstrated methodological and analytical skills with proficiency in literature review, scientific communications, epidemiological methods coursework, SAS programming, database programming/management, data reporting and visualization. Experience working with confidential data.

 

Responsibilities

The Evaluation Specialist II, located in Albany, NY, will be responsible for Quality Improvement (QI) activities within the Division of Nursing Home Surveillance. The incumbent will utilize surveillance data from Federal Databases to contribute to establishing Nursing Home Facility quality metrics, analyze and/or contribute toward the monitoring of trends to assist in informing policy makers of existing issues in nursing homes. The incumbent will convert complex data into understandable and sharable visual presentations. The incumbent will also perform data analyses related to COVID-19 response and recovery as needed, including addressing public health issues exacerbated during the pandemic such as staffing, quality of care, resident rights and resident’s mental health. The incumbent will also assist in the coordination of partner and stakeholder engagement. The incumbent will also contribute toward identifying best practices established during the COVID public health emergency for future response and to identify gaps and needs.

 

This position is supported by the New York State Public Health Corps Fellowship Program.

 

Successful completion of the Public Health Essentials certificate program will be required.

 

This is a grant funded position, expected to last approximately one year.
