Minimum Qualifications


Bachelor’s degree in a related field and two years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate’s degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of such experience.


This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications

Master’s degree in a related field. Experience in analysis of data using SAS, SQL or related statistical software. Experience with IT systems and/or large, population-based, or other health related data sets (e.g., SPARCS, ECLRS), disease registries and working with confidential data, and database design/management and analytics. Experience working with relational databases, analyzing data and preparing reports.




This Evaluation Specialist II will contribute to activities related to COVID-19 data analytics and evaluation within the Bureau of Surveillance and Data Systems (BSDS). This includes defining metrics, performing the necessary analytics, and preparing acceptable reports of findings. These analytics will build capacity and synthesize data from the current pandemic to assist with the current response and to assist in future public health emergency planning. The incumbent will provide data support and data evaluation activities and perform analyses for COVID-19 contact tracing data, breakthrough analyses and other the BSDS mission critical surveillance systems as it relates to COVID-19 analytics; perform data quality activities to ensure accuracy in developed metrics, reports and ad-hoc analyses prepare reports, presentations, and abstracts; and perform other appropriate related duties. Other activities include matching various data sources including CommCare, New York State Immunization Information System (NYSIIS) and Electronic Clinical Laboratory Reporting System (ECLRS) data and conducting analyses of the resulting data sets.


The Bureau of Surveillance and Data Systems is responsible for the management and oversight of several DOH mission critical surveillance systems including the NYSIIS and ECLRS, Communicable Disease Electronic Surveillance System (CDESS), the Electronic Syndromic Surveillance System (ESSS), and the Outbreak Management Solution (OMS). BSDS has oversight of the design, development, implementation, maintenance, enhancement, and training related to the mentioned systems, and all aspects of electronic surveillance data for over 60 reportable communicable diseases and emergency communicable disease events to ensure statewide compliance with reporting and tracking for reportable and emerging disease threats. In addition to supporting these systems, the bureau conducts analysis of data from these systems, most recently focusing on COVID-19 analytics, including contact tracing.


This position is supported by the New York State Public Health Corps Fellowship Program. Successful completion of the Public Health Essentials certificate program will be required.
