Minimum Qualifications
Bachelor’s degree in a related field and three years of experience in the evaluation and/or analysis of health, human services, or related programs and/or fields; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. A Master’s degree in a related field may substitute for one year of such experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. Preferred Qualifications
Experience in public health surveillance, HIV/AIDS surveillance, and analysis. Demonstrated proficiency in Microsoft Access/Excel, SAS or other statistical software and relational databases. Experience with large, population-based, or other health-related data sets (e.g., SPARCS, Medicaid), disease registries. History of working with confidential data. Experience supervising staff.

The Evaluation Specialist III will provide oversight to BHAE central office processing activities, including the supervision of central office processing staff. The incumbent will maintain and the develop standard operating procedures covering best practices for data collection, quality, and reporting. A focus will be on the development and execution of evaluation strategies related to HIV surveillance data and field staff completed case report investigation to ensure timeliness, adequacy, and completeness of information.


The Evaluation Specialist III will develop performance measures to evaluate the accuracy of data collected by surveillance field staff, including the assessment of data element abstracted from the patient medical record and data entry into the New York Electronic HIV Management System (NYEHMS). The incumbent will develop mechanisms to house and track performance over time. On a regular basis the incumbent will perform analyses of HIV surveillance data and other relevant projects, generate reports and assess for trends or pattern in data quality to identify topic areas for staff education or training with the goal of improving data quality. The incumbent will develop and conduct trainings of field staff on best practices for collecting surveillance data based on patterns of deficiency in staff assessments.


The incumbent will collaborate with HIV surveillance partners, including BHAE staff located in central office and the regional offices, the New York State Electronic Clinical Laboratory Reporting System (ECLRS), the Wadsworth Center Public Health Laboratory, the New York City surveillance program, the CDC, and with case surveillance colleagues across the nation. The incumbent will oversee intra- and inter-state de-duplication activities, including the CDC Routine Interstate Duplicate Review (RIDR) project.
