Minimum Qualifications
Bachelor’s degree in a related field and three years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. A Master’s degree in a related field may substitute for one year of such experience.

Preferred Qualifications
Master’s degree in public health, epidemiology, or a related field. Experience in HIV research, evaluation, or surveillance. Experience working with large datasets and/or protected health information (PHI); strong data management and analysis experience; experience using data analysis, business intelligence, and/or data management software (such as Crystal Reports, SQL) and/or statistical software (such as SAS); experience with preparing data visualization; experience with mapping software (such as MapInfo or ArcGIS); experience in public speaking and dissemination of evaluation outcomes in local, state, and national settings. Experience using Microsoft Office Suite (Word/Excel/PowerPoint).

Responsibilities
The Evaluation Specialist III will evaluate, analyze, monitor, and manage reported AIRS and other relevant program data collected for individuals served through funded programs to contribute to the implementation and evaluation of initiatives supported by the division. The incumbent will perform innovative analyses and presentation of data, including but not limited to evaluation of health outcomes and creation of data visualization products; conduct program evaluation including providing guidance on the collection and analysis of data, including needs assessment, to inform and support program planning and development; conduct activities to support Quality of Care activities, program coordination, and inform other Division needs; supervise staff and perform other appropriate related duties.
