Minimum Qualifications
Bachelor’s degree in a related field and four years of experience in research, analysis and/or evaluation of health, human services-related programs, or a related field; OR an Associate’s degree in a related field and six years of such experience; OR eight years of such experience.  A Master’s degree in a related field may substitute for one year of such experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. Preferred Qualifications
At least two years’ experience managing and analyzing large data files. At least two years’ experience utilizing the Communicable Disease Electronic Surveillance System (CDESS) and the Electronic Clinical Laboratory Reporting System (ECLRS) both front-end use and data extraction SAS files. Proficiency in data analysis, database and statistical software, interpretation, and dissemination of data for varied audiences. Experience with analysis platforms including advanced proficiency using SAS including proficient use of SAS SQL. Basic working knowledge of DataFlux.  Demonstrated ability to produce reports, visualizations, summarize complex technical information, and communicate related information to a variety of audiences. Experience supervising staff.

Responsibilities
As part of the New York State (NYS) Hepatitis C Elimination Plan, the Bureau of Hepatitis Health Care (BHHC) is responsible for the development, implementation, maintenance, and evaluation of a statewide comprehensive hepatitis C program, including hepatitis B and C surveillance activities. The Evaluation Specialist IV will manage all aspects of hepatitis B and C case reporting. The Evaluation Specialist IV is responsible for hepatitis outbreak detection and response, monitoring hepatitis B and C surveillance data quality and completeness, timeliness of case reporting and the development of the annual NYS Hepatitis Surveillance Report. The Evaluation Specialist IV will provide technical assistance to local health departments on all activities related to hepatitis B and C surveillance activities. The Evaluation Specialist IV will conduct research and data analyses; develop reports, abstracts, and publications; provide technical expertise and represent the BHHC/E; and perform other appropriate duties as assigned.
