Minimum Qualifications
A Bachelor’s degree in Economics, Health Economics, Health Policy, Public Health, Epidemiology, Statistics, or a closely related field and five years of experience in research, analysis, and/or evaluation of health-related programs; OR an Associate’s degree in a related field and seven years of such experience; or nine years of such experience. At least three years of this experience must have included supervision of staff and program management experience. A Master’s degree may substitute for one year of experience and a Doctorate degree may substitute for two years of experience.
This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications
Master’s or higher degree in Health Economics or related field and four years of experience in one or more of the following: health economics research, and evaluation; policy and program development; community development; community wealth building; and/or designing strategies to address inequities in wealth, income, education, social mobility and accessing resources that drive poor health outcomes. Demonstrated leadership, organizational and supervisory skills.; Ability to think strategically, conceptualize creatively and effectively assimilate and communicate complex information from multiple sources to diverse stakeholders; advanced proficiency in data analytics of multiple databases from health and economic sources and statistical software (e.g. SAS, R, TreeAge); proficiency in Microsoft Office; and excellent oral and written communication skills.
Responsibilities
The Health Economics Evaluator will work in the Office of Science, Office of Public Health, within the New York Department of Health, with primary responsibilities to lead the Health, Wealth and Well-being Unit, composed of a multidisciplinary team of economists, community developers, business liaisons and researchers, to harness the power of community economic development and business engagement to transform communities into places of health, wealth and well-being. The unit aims will thus bring new data and intervention approaches to bear on solving long-standing inequities that have harmed communities and resulted in adverse health outcomes. This position will be the founding lead for this innovative unit, developing its mission, plan and initial staff.
Specifically, the incumbent will be responsible for:
– Developing the unit’s mission, recruiting, and managing/supervising the unit staff;
– Leading the development and implementation of unit’s mission and strategic plans for accessing and analyzing various data sources, and synthesizing results to engage internal DOH and external stakeholders;
– Building and maintaining a collaborative partnership with these stakeholders to develop evidence-based policies and recommendations, innovative program solutions and interventions to entrenched inequities that result in poor health outcomes;
– Effectively managing seed money to conduct pilot projects in communities that have been economically or socially marginalized, are located in rural geographic areas, or are composed of people from racial and ethnic minority groups, and evaluating impacts and return on investment;
– Utilizing results from pilot projects to inform the work around community engagement, training, and partnerships, and to leverage, access and obtain additional funding to expand and spread effective policies and interventions to expand the reach and impacts of state and local health departments into more communities in need.
