Minimum Qualifications
Bachelor’s degree in a related field and two years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate’s degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of such experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. Preferred Qualifications
At least one-year of experience reviewing financial documentation to support expenses submitted on vouchers and/or invoices for allowable and appropriate costs. Experience reviewing and interpreting audited financial statements for not-for-profit organizations. Experience working with contract budgets to ensure compliance with fiscal and administrative requirements. Experience using financial and grants management systems. Experience in accounting and/or auditing.

Responsibilities
The Health Program Administrator will work within the AIDS Institute’s Office of Administration and Contract Management. The incumbent will be responsible for various activities related to the audited financial statements of funded organizations, vendor management activities and reviewing and approving grant contract vouchers for payment. Duties will include reviewing and approving grant contract vouchers in the New York State Statewide Financial System (SFS); reviewing, interpreting, and processing audited financial statements for AIDS Institute funded contractors and working with appropriate staff on issues/concerns; preparing and processing all audit confirmations for auditors of AIDS Institute’s funded contractors; reviewing Vendor Responsibility questionnaires and completing Vendor Responsibility Profile’s for each contract; contributing to the pre-qualification process in the NYS Grants Gateway (GG) system; and processing fiscal monitoring reports into the office Contract Management System (CMS) database. Other appropriate related duties as assigned.
