Minimum Qualifications

Bachelor’s degree in a related field and three years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master’s degree in a related field may substitute for one year of general experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. Preferred Qualifications

At least one year experience with fiscal and contract management, including the review and approval of work plans and budgets. At least one year experience providing technical assistance to health and human service providers. Ability to interpret data and produce written reports. Knowledge of continuous quality improvement (CQI). Experience in meeting planning and facilitation, and conducting presentations, including the use of distance learning platforms and webinars. Knowledge of hepatitis C and HIV/Hepatitis C coinfection, including screening, prevention, care and treatment.

 

Responsibilities

The Health Program Administrator I will be located in the Bureau of Hepatitis Health Care (BHHC) in the Division of HIV and Hepatitis Health Care. The incumbent will manage hepatitis C/HIV services contracts providing HCV screening, navigation and linkage to care services. Responsibilities will include reviewing and negotiating contract work plans and budgets; providing guidance and technical assistance to contractors; monitoring contractor progress and performance by conducting site visits and reviewing periodic reports; monitoring expenditures; reviewing and approving budget modifications and vouchers; preparing narrative and statistical reports of contract activities. The incumbent will also provide guidance and technical assistance to internal AIDS Institute programs and external stakeholders to increase access to hepatitis C testing and linkage to care; contribute in committees, workgroups, and meetings; coordinate activities related to the NYS Plan to Eliminate Hepatitis C, NYS Plan to End the Epidemic (ETE), and the NYS Viral Hepatitis Strategic Plan; and other appropriate related duties.
