Minimum Qualifications

Bachelor’s degree in a related field and four years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate’s degree in a related field and six years of such experience; OR eight years of such experience. A Master’s degree in a related field may substitute for one year of such experience. At least two years of experience must have included supervision of staff and/or program management.

 

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications

A Master’s degree in public health, social work, nursing, or a related field. At least two years of experience managing, developing, and implementing Medicaid programs that provide care and services to persons living with HIV (PLWH). At least two years of experience in the development/oversight of Quality Improvement activities within a public health, health regulatory, or social services setting. Knowledge of the NYS Medicaid Redesign Team (MRT) Medicaid policy reform and managed care policy as they relate to access to care and services for persons living with HIV and/or at risk for HIV. Knowledge of state regulatory functions relative to establishing Certificates of Need (CON) and the process of Article 28 facility closures. At least two years of experience with contract management and provision of technical assistance in a health and/or human service setting. Two years of data analysis experience. Excellent demonstrated presentation skills. At least two years of supervision experience.

 

Responsibilities

The Health Program Administrator II (HPA II) will be responsible for providing oversight functions of program services managed within the Acute and Chronic Care Services Section of the AIDS Institute’s Office of Medicaid Policy and Programs. The HPA II will have oversight responsibilities related to Acute and Chronic Care Services programs for persons living with HIV or at high risk for HIV. Duties include but are not limited to: development of policy and standards; data analysis; conducting site visits; independently providing technical assistance to program providers and to internal AIDS Institute, New York State Department of Health, and other government agency staff; assessing the effectiveness and quality of programs and assessing provider compliance with program goals and policies; developing program reports and correspondence; supervising staff; representing the AIDS Institute on interagency committees; programmatic follow-up especially as it relates to Medicaid reform and program initiatives; oversight for Certificate of Need (CON) and facility closures as they impact patients living with HIV/AIDS. The incumbent will oversee the AIDS Adult Day Health Care Program (AADHC) and Designated AIDS Centers (DAC). The HPA II will also provide policy and regulatory interpretation and guidance to providers as needed. The HPA II will supervise staff and be responsible for other duties as assigned.
