Minimum Qualifications
A Bachelor’s degree in a related field and one year of experience providing direct patient/client services in a health, human service or community-based organization, or institutional setting; OR an Associate’s degree in a related field and three years of such experience; OR five years of such experience. A Master’s degree in a related field may substitute for one year of such experience. Qualifying experience may include communicable disease, mental health, or alcohol/substance abuse counseling. School health offices are considered an institutional setting and health care providers, such as private physician’s offices are considered health care settings; AND/OR performing oversight activities in a health regulatory organization to determine compliance with appropriate laws, rules or regulations; AND/OR conducting epidemiological research including assisting in data collection, conducting patient interviews, abstracting medical records, participating in study design, and developing questionnaires and/or data analysis; AND/OR performing responsibilities as a registered nurse. Research must have involved the study of the incidence, spread, and/or control of communicable or chronic diseases. Laboratory bench
research will not be considered qualifying experience. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.
Successful completion of the Public Health Essentials certificate program will be required.
Preferred Qualifications
Masters Degree in Public Health, Nursing, Health Care Administration or related field. Knowledge and experience with drug user health initiatives, policies, and services. Experience in the development, implementation and evaluation of plans, procedures and policies. Experience with arranging and/or conducting meetings on emerging issue or controversial topics. Experience working with community groups. Experience designing and leading focus groups. Experience leading community involvement.
Responsibilities
The Public Health Representative II will work in the Office of Drug User Health (ODUH) and will assist with activities related to the current and emerging issues related to stimulants throughout New York State (NYS) with an emphasis on the intersection with HIV and other health conditions. The incumbent will stay abreast HIV, harm reduction frameworks, drug user health, behavioral health, and integrated health service delivery systems; assist with activities related to the Overdose Data to Action (OD2A) and Emergency Department Surveillance for Nonfatal Suicide Related Outcomes (ED-SNSRO) programs to support partners with response to intentional and unintentional overdose signal and cluster alerts; assist to build partnerships and seek opportunities for internal and external collaboration and support; and perform other appropriate related duties. This position is supported by the New York State Public Health Corps Fellowship Program. Successful completion of the Public Health Essentials certificate program will be required. This is a grant funded position, expected to last approximately one year.
