Minimum Qualifications
A Bachelor’s degree in a related field and six years of experience in the direction and/or management of a public health, health, human services or health regulatory program or community-based organization; OR an Associate’s degree in a related field and eight years of such experience; OR ten years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. A Master’s degree in a related field may substitute for one year of experience in the direction and/or management of a public health, health, human services or health regulatory program or community-based organization. At least four years of experience must have included supervision of staff and program management.


This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications
Advanced degree in nursing or other health-related field; experience in developing, implementing, evaluating and overseeing national/state/regional public health programs; experience working with multiple independent teams; experience mentoring multi-disciplinary teams that include HIV providers and people living with HIV; experience working with clinical, non-clinical public health professionals and people with HIV of varying skill sets; development of submission of grant applications; experience with peer-reviewed publications; demonstrated analytical and presentation skills.

The AIDS Program Manager II will manage and lead the development and implementation of the Center for Quality Improvement and Innovation (CQII) programming including learning collaboratives, quality improvement content and training; the Quality Academy; CQII Technical Assistance offerings for Ryan White recipients and sub-recipients. Responsibilities will also include policy formulation related to CQII programs; managing program evaluation including analyses associated with the effectiveness of education and training strategies; identification, prioritization, and conceptualization of quality improvement training topics, strategics, and materials; managing the development and implementation of virtual and in-person quality improvement learning collaborative opportunities including identifying relevant topics, determining the appropriate national learning collaborative modalities, and facilitating selected sessions. The incumbent will work collaboratively with CQII partners in coordinating education and training offerings, provision of technical assistance, and developing and refining resources and materials.
