Overview

The Behavioral Health Community Services (BHCS) division provides a continuum of community- based behavioral health and supportive programs to assist individuals in their recovery from mental illness and/or addictive disorders. The Mental Health Regional Director (Clinical and Support Services Manager) has master’s degree in social work or counseling, at least five (5) years of experience in clinical programing, and three (3) years in administration. The incumbent provides highly professional and responsible administrative work managing services, grants and contacts in the BHCS division.

95% Management of Programs and Staff:

Implements, manages and monitors The Living Room program, specifically program goals and objectives. The Living Room is a time limited, crisis respite program predominantly staffed by Recovery Support Specialists.

  • Development and implementation of The Living Room program, including hiring and management of staff and responsibility for day-to-day operations.
  • Maintains fidelity to The Living Room model with regard to program staffing, interventions, and participant criteria. Ensures quality delivery of services by monitoring the program concept.
  • Supervises the Licensed Mental Health Professional and the Licensed Practical Nurse per the JPHSA Staff Development & Supervision Guidelines.
  • Collaborates with referral sources to ensure appropriate referrals to the program.
  • Develops, implements, and trains all written procedures for program. Reviews and updates on no less than a bi-annual basis.
  • Is available for consultation to the Licensed Mental Health Professional (LMHP) and Recovery Peer Support Specialists (RPSS) with recommendations for interventions.
  • Ensures all program documentation is accurate and completed timely.
  • Ensures billing for services is complete, accurate, and timely.
  • Serves as back up for the Licensed Mental Health Professional.

Manages and monitors the community and office- based components of the Social Inclusion program, specifically program goals and objectives. Duties include but are not limited to

  • Ensures the Recovery Support Specialists complete the Independence through Community Access and Navigation (I-CAN) assessment with every individual prior to entrance into the program.
  • Coordinates Social Inclusion program monthly activities with assistance from the Recovery Support Specialists.
  • Maintains fidelity to the evidence- based Social Inclusion program, specifically regarding program staffing and group activities.
  • Ensures Recovery Support Specialists make contact with individuals referred and offer assistance as needed.
  • Develops, implements, and trains all written procedures for program. Reviews and updates on no less than a bi-annual basis.
  • Ensures all program documentation is accurate and completed timely.
  • Supervises staff per the JPHSA Staff Development & Supervision Guidelines.

Supervises the Mental Health Program Director B (MHPD-B) over the Supported Housing Programs, Supported Employment program, and the Social Service Counselors responsible for monitoring contracts.

  • Ensures adherence to policies and procedures.
  • Initiates corrective and/or disciplinary action as warranted.Ensures MHPD-B and staff managing the Supported Employment program.
  • Maintains fidelity to Substance Abuse and Mental Health Services Administration’s (SAMHSA) best practice model of Supported Employment for adults with a mental illness.
  • Collaborates with Louisiana Rehabilitation Services (LRS) at the state and local levels and maintains JPHSA’s vendor status with that agency to improve service continuity and maximize revenue from service provision.
  • Develops, implements and trains all written procedures for all employment services in accordance with Council on Accreditation standards.
  • Reviews and updates on no less than a bi-annual basis.

Ensures MHPD-B and staff managing the Housing Program are in Compliance with all policies, procedures, regulations and requirements of each funding source (U.S. Department of Housing and Urban Development [HUD] and UNITY of Greater New Orleans), and

  • Develops and implements procedures to maintain fiscal and program control.
  • Assists housing supervisor with recommendations for interventions.
  • Assures quality delivery of services by monitoring the housing program concept of recovery-oriented “housing first” principles.
  • Collaborates with JPHSA’s Fiscal Services Department to make program and budget adjustments as needed.
  • Participates monthly in UNITY association meetings and attends required training with HUD.
  • Develops, implements and trains all written procedures for all housing services in accordance with Council on Accreditation standards.
  • Ensures documentation, including Match documentation, is complete, accurate, and timely.

Ensures MHPD-B and staff monitoring contracts:

  • Provide programmatic consultation, oversight and technical assistance to include treatment planning, budget planning, program structure and discharge planning to contractors who deliver clinical treatment and ancillary services.
  • Attend staffing’s and meets with program directors.
  • Ensure contractor adherence to requirements stated in JPHSA contract with the Louisiana Department of Health and Block Grant requirements.
  • Provide quarterly programmatic on-site monitoring including individual record reviews, interviews with staff and contractor adherence to the Statement of Work.
  • Assist contractors in developing tools to improve workflow, improve model adherence, and overall program quality.
  • Initiate and follows-up with plans of correction.
  • Provide and documents technical assistance and follows up with implementation.
  • Review contractor invoices on a monthly basis.

5% Other

  • Participates in agency and professional trainings to enhance skill development, program effectiveness, procedural/policy compliance, and maintenance of an environment that ensures a recovery focused approach.
  • Participates in and is fully prepared for regularly scheduled supervisory sessions per JPHSA Staff Development & Supervision Guidelines.
    Reports to work on time and requests leave as outlined in policy.
  • Accountable for monitoring and managing own, and direct supervisees’ use of annual, sick, and leave without pay to maintain the community of tasks, assignments, and projects for which to work unit is responsible. This is evidenced by the adherence to the leave standard i leave usage for the Fiscal Year. Extenuating circumstances may be taken in consideration in the policy of combined annual, sick, and uncompensated leave as outlined in the policy).
  • Performs other duties as assigned to meet Division and/or Authority needs.
