Overview

The Behavioral Health Community Services (BHCS) division provides a continuum of community-based behavioral health and supportive programs to assist individuals in their recovery from mental illness and/or addictive disorders. The Social Services Supervisor (Community Services Supervisor) works in the BHCS division under the direction of the Clinical and Support Services Manager. The incumbent provides highly professional and responsible administrative work managing services and contracts in the BHCS division.

50%    Supervision and Monitoring of Support Programs and Staff- Supervises and monitors the Supported Employment program, specifically program goals, objectives, and case consultation. Duties include but are not limited to

  • Maintains fidelity to the Substance Abuse and Mental Health Services Administration’s best practice model of Supported Employment for adults with a mental illness.
  • Collaborates with Louisiana Rehabilitation Services (LRS) at the state and local levels and maintains Jefferson Parish Human Services Authority’s vendor status with that agency to improve service continuity and maximize revenue from service provision.
  • Develops and implements written procedures for all employment services in accordance with Council on Accreditation standards. Reviews and updates on no less than a biennial basis.
  • Supervises and Monitors the Supported Housing Program.
  • Ensures every aspect of the program is in compliance with all policies, procedures, regulations and requirements of each funding source: Housing and Urban Development (HUD), UNITY of Greater New Orleans, and Jefferson Parish Community Development.
  • Develops and implements procedures to maintain fiscal and program control.
  • Consults with Housing Supervisor with recommendations for case management interventions and supportive services.
  • Ensures quality delivery of services by monitoring the housing program concept of recovery­ oriented “housing first” principles.
  • Collaborates with Accounting Services within the Finance Operations division to make program and budget adjustments as needed.
  • Participates monthly in the UNITY association meetings and attends required training with HUD.
  • Develops and implements written procedures for all housing services in accordance with Council on Accreditation standards. Reviews and updates on no less than a biennial basis.
  • Ensures documentation, including Match documentation, is complete, accurate, and timely.
  • Supervises and monitors the community-based supportive programs.
  • Ensures staff schedules and facilitates Active Parenting workshops by following an evidence-based curriculum for each workshop offered.
  • Ensures expectations of the Cooperative Endeavor Agreement with the Jefferson Parish Public School System pertaining to parenting classes are followed.
  • Ensures staff develops the content of monthly Community Support Meetings, educational meetings, special events and services for families, children and adolescents.
  • Ensures staff maintains a minimum of twice monthly contact by phone or face-to-face with community-based partners, JPHSA Care Coordinators and other JPHSA staff to coordinate referrals and facilitate participation in Active Parenting, Community Support Meetings, and other supportive services. Ensures staff coordinates referrals for all responsible programs.
  • Ensures staff follows all requirements of the Flexible Family Fund contracts.
  • Collaborates with providers, individuals and family members to resolve complex issues with service access or service delivery, and coordinates resources.
  • Supervises the Permanent Supportive Housing supervisor, two (2) Social Service Counselors operating as contract monitors, and Supported
  • Employment staff members per JPHSA Staff Development & Supervision Guidelines.
  • Provides functional supervision to BHCS Administrative Coordinator 3 in order to assist with the Shelter Plus Care housing grant.
  • Ensures all program documentation is accurate and completed timely.
  • Participates in weekly multidisciplinary case staffing and recommends interventions. Follows through on implementation of case plans.
  • Ensures quality delivery of services by monitoring supervisees’ day-to-day activities.
  • Completes monthly and quarterly reports for assigned program/service areas.

45%    Contract and Grant Monitoring- Ensures staff monitoring contracts:

  • Provides consultation, oversight and technical assistance to include case planning, budget planning, program structure and discharge planning/resource linkage to contractors who deliver services in the community.
  • Attends staffing with program directors, and guides in the assessment of services.
  • Ensures contractor adherence to requirements stated in JPHSA contract with the Louisiana Department of Health and Block Grant requirements.
  • Provides quarterly programmatic on-site monitoring including individual record reviews, interviews with staff and contractor adherence to the Statement of Work.
  • Assists contractors in developing tools to improve work flow, assist with case planning, improve model adherence, and overall program quality.
  • Initiates and follows-up with plans of correction.
  • Provides and documents technical assistance and follows up with implementation.
  • Reviews contractor invoices on a monthly basis.

5%     Other/Ongoing Education

  • Participates in agency and professional trainings to enhance skill development, program effectiveness, procedural/policy compliance, and maintenance of an environment that ensures a recovery focused approach.
  • Participates in regularly scheduled supervisory sessions per JPHSA Staff Development & Supervision Guidelines.
  • Monitors and manages direct supervisees’ use of annual, sick, and leave without pay in a manner which ensures fairness and uninterrupted workflow and/or operations within the work unit, and which is in accordance with JPHSA policy.
  • Performs other duties as assigned to meet Division and/or JPHSA needs.
