Reports to: Director, Program on Sexual Violence in Conflict Zones
PHR’s Program on Sexual Violence in Conflict Zones (SVCZ) is seeking an experienced and qualified program manager who will work with the program to increase local capacity for the collection of court-admissible evidence of sexual violence and support remedies for these crimes. The program manager serves as a key member of the SVCZ team, working collaboratively with the program director, globally based staff, and program partners to provide day-to-day support and program management for the SVCZ Program’s global initiatives and events.
The program manager will provide critical support to the SVCZ Program in both an administrative and programmatic capacity, managing the full range of processes related to program and grant management and assisting the program team to develop and carry out work to advance the program goals and fully and effectively realize all program deliverables.
- Support implementation of SVCZ programmatic initiatives in all offices. Specific tasks include:
- The Program Manager will serve as a liaison to key organizational functions, such as finance, human resources, and development, to support the strategic priorities and activities of the Program on SVCZ (including supporting translation from English to French and French to English, where needed);
- Assess, manage, and implement systems and processes to develop and implement workplans, manage deliverable-based calendars, develop and operationalize the department’s strategic plan, enhance efficiency and utility, and build internal communication and capacity;
- Coordinate the annual work planning and budgeting processes for the Program on SVCZ; coordinate inputs for periodic and institutional reporting;
- Manage the SVCZ program budget with oversight from the program director, including building grant and activity budgets and monitoring spending across complex grant budgets in collaboration with the finance and development departments;
- Support payments and reimbursements, including to external vendors and consultants and SVCZ team members;
- Responsible for the implementation of monitoring and evaluation efforts, including overseeing monitoring and evaluation of grants, coordinating data input from all offices, and updating monthly tracking tools;
- Assist the team in developing curricula, producing donor proposals and reports, carrying out research projects, and generating content for PHRs website and other publications;
- Support communication around the SVCZ Program’s work, including translating programmatic materials between French and English;
- Conduct consecutive interpretation in meetings to facilitate comprehension between Anglophone and Francophone staff and consultants;
- Schedule team meetings, generate agendas, and take detailed notes to share; and
- Manage logistics in support of SVCZ Program deliverables, including event planning and preparation, travel, procurement, and inventory in multiple offices.
Provide operational, administrative, and human resources support for the SVCZ Program:
- If in Boston, serve as the focal point for PHR’s staff in Boston;
- Assist with and participate in the recruitment and onboarding of staff, consultants, interns, and volunteers;
- Support the development of MOUs, contracts, and volunteer agreements, including consulting with the finance and administration teams and external partners;
- Support the finance and administration departments with PHR’s in-country registration and compliance efforts and operations;
- Respond promptly and professionally to queries and requests for information from PHR colleagues and external parties, where appropriate;
- Support the SVCZ Program team’s efforts together with development and finance to fundraise and manage grants; and;
- Oversee SVCZ intern programs and volunteers.
Qualifications of the Ideal Candidate
- Bachelor’s degree and at least three-five years of experience in a professional setting required, preferably in a human rights or other international NGO;
- Fluency in spoken and written French required, additional language competency in Arabic or Spanish a plus;
- Strong knowledge of budgeting and budget management;
- Understanding of program management and experience in assessing and improving systems and processes;
- Experience with conducting monitoring and evaluation;
- Experience supporting strategic planning and monitoring progress toward programmatic goals;
- Exceptional analytical, written, and verbal skills;
- Energetic self-starter with the ability to anticipate upcoming needs and proven ability to work effectively under pressure;
strong team player who demonstrates excellent interpersonal skills, maturity, creativity, flexibility, passion for the program mission, positive attitude, patience, and a good sense of humor;

- Ability to maintain professionalism, discretion, and strict confidentiality;
- Advanced knowledge of MS Office Suite, especially Excel, Word, and PowerPoint. Knowledge of expense-management systems, especially Concur, and program management tools a plus;
- Willingness to work flexible hours in response to emerging and urgent events; and
- Ability and willingness to travel domestically and internationally as needed.
Salary and Benefits
This is a full-time position located in New York, NY or Boston, MA and is an in-office-based role (not remote). Salary range is $63,000-$73,000, commensurate with experience.
