Through its Health Systems Accelerator (HSA), PSI intensifies its support to governments in low- and middle-income countries in their efforts to move towards Universal Health Coverage (UHC). The HSA provides technical leadership around health systems strengthening (HSS), builds PSI’s capabilities in HSS at global and country level, convenes key internal and external stakeholders to co-design cutting edge, scalable solutions, and shapes the larger HSS space to become more consumer powered.

PSI seeks a Senior Advisor II, Health Security that will Support the technical functions of PSI’s HSA, including managing the implementation of health security activities in line with PSI and global best practices. Lead the design of health security activities and strategy of the HSA. Lead or may manage internal capacity building efforts across the PSI network. An internal and external thought leader and renowned expert in their field.

Responsibilities

Your contributions

  • Representation: Develop and maintain relationships with external partner organizations and donors. Influence the context in which PSI works through representation at relevant technical working groups, conferences, workshops, and policy-oriented forums. Assist in fostering, maintaining and strengthening internal strategic partnerships in collaboration with relevant departments and technical area leads in support of the Director, Health Systems. 25% of the time
  • Technical: Lead the development of the HSA’s technical activities and strategy. Provide remote and in-country technical assistance to build capacity of network members to effectively deliver results in line with PSI and global best practices and the HSA’s technical strategy. Analyze evidence to determine best practices. Provide subject matter expertise in health security to the HSA. Lead the implementation of the HSA’s workplans. 20% of the time
  • Thought Leadership / Knowledge Management: Recognized internally and externally as highlevel subject matter expert, who drives thought leadership across PSI. Share technical knowledge and expertise to increase capacity in health security. Drive the utilization of evidence-based tools and innovations to improve the PSI network’s performance and reputation in health security.
  • 15% of the time
  • Fundraising: Proactively look for funding opportunities, develop and maintain relationships with donors. Provide technical input into proposals and develop strategies for proposals. Serve as the technical lead writer for proposals and lead technical discussions and negotiations with donors.
  • 15% of the time
  • People Management: May manage people; provide coaching and mentoring to staff. 15% of the time
  • Program Management: Lead a team or individually manage technical workstreams. Provides subject matter expertise while ensuring that all milestones and deliverables are met. 10% of the time

Qualifications

What are we looking for?

  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc, MPP, MPA, MBA)
  • Doctorate Degree (or international equivalent) in a related field preferred At least 15 years of related work experience § Demonstrate technical expertise in health security.
  • Ability to provide thought leadership in health security.
  • Ability to contribute to the internal and external body of evidence in health security.
  • Ability to provide strategic technical assistance to PSI network.
  • Ability to share knowledge internally and externally with communities of practice; represent PSI externally.
  • Ability to distill complex technical concepts into strategic goals, objectives, and approaches; demonstrate strategic decision-making
  • Ability to design solutions to complex technical challenges.
  • Ability to manage the execution of complex technical projects or initiatives.
  • Ability to manage teams of technical advisors to achieve technical objectives.
  • Ability to lead the development of technical approach for proposals and foster new business leads and identify and act on potential new business opportunities.
  • Demonstrate flexibility and adaptability.
  • Demonstrate emotional intelligence and ability to collaborate with colleagues.
  • Proficiency in Microsoft 365. Familiarity with a quantitative or qualitative data analysis program preferred.
  • Exceptional interpersonal and communication skills, both verbal and written. Proficiency in a relevant language other than English preferred.
