The Assistant Payroll Manager serves as a backup to the Director of Payroll in daily operations. Assumes the payroll director’s responsibilities during times of absence. Serve as subject matter expert for payroll processing, utilizing comprehensive knowledge of Public Health Solutions procedures. Collaborate with Director of Payroll in establishing work plans, goals, and priorities. Independently perform specialized tasks and problem resolution for complex issues while handling multiple issues and deadlines efficiently. Assume key role in unit projects and assigned tasks. Reports to Director of Payroll.
Process payroll on ADP; ensure on-time payment to employees
Manage and prepare biweekly payroll as required and assist with financial audits related to pay records
Ensure compliance with all applicable wage and hour laws
Responsible for applicable tax returns and IRS forms as required
Processing of payroll in accordance with labor regulations and standard accounting principles
Handle the processing of wage garnishments and employee benefits
Process payroll for 400 + staff (hourly and salaried)
Resolve payroll-related discrepancies with employees
Prepares reports for managers and Finance
Process payroll changes and other special transactions including new hires, terminations, transfers, rate changes, address changes, work location changes, and garnishments.
Handle complex and/or sensitive payroll requests and issues related to processing.
Reconcile payroll prior to transmission and validate confirmed reports.
Process special payrolls including bonuses and year-end adjustments.
Work with HR and Benefits to help resolve employee pay inquires.
Resolve payroll issues with employees such as vacation, sick leave, banking, garnishments, payroll deductions, retroactive pay calculations, tax questions, etc.
Ability to handle multiple business requests and work independently with attention to details.
Help assist Director Payroll System and Services in responding timely and effectively to inquires related to payroll, providing guidance on garnishments, child supports, IRS levies and pay practices.
Qualifications and Requirements:
Bachelor’s degree in Accounting and or Finance.
3 – 5 years of experience supporting time and payroll systems in a large corporate environment.
Solid knowledge of U.S. wage & hour laws, garnishments, and payroll tax withholding rules at the federal, state, and local levels.
Demonstrated proficiency in ADP Workforce and ADP Reporting, Microsoft Office: Outlook and Excel, ADP Payroll.
Strong written and verbal communication skills.
Strong analytical skills.
Maintains a positive attitude and is eager to learn.
Ability to multi-task, organize, prioritize, and coordinate work activities.
Experienced in managing garnishments, levy’s and direct deposits.
Ability to maintain a high level of confidentiality.
Effective time management skills in fast paced environment.
Working knowledge of spreadsheet applications.
Ability to obtain necessary information to provide appropriate assistance required for both day-to-day and more complex issues.
Demonstrated ability to serve as effective team member on collaborative projects and to responsibly identify circumstances that need Director of Payroll’s intervention.
