With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.  This is a grant-funded position ending in November 2027.

NYC Department of Health and Mental Hygiene (NYCDOHMH)’s Office of Emergency Preparedness and Response (OEPR)was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response.

OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR’s employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

OEPR’s Bureau of Grant Management and Administration (GMA) leads fiscal and administrative functions for the Division with a focus on workforce equity, strategic financial planning and securing federal preparedness and response funding for the agency, including implementation of the Centers for Disease Control and Prevention (CDC) U.S. Strengthening Public Health Workforce, Infrastructure and Data Systems grant.

Job description:

DOHMH has an opening for a GMA Specialist . Reporting directly to the Administration Director, the GMA Specialist will provide critical support related to personnel management, grant coordination and finance for the various DOHMH programs that receive CDC Infrastructure grant funding.  The GMA Specialist will work with each of the units within GMA to support grant implementation, program engagement and spend-down  and will report out on the assigned projects in the monthly GMA bureau meetings.

Duties:

Coordinates recruitment and hiring efforts along with Personnel Manager for the onboarding and identification of Public Health Infrastructure grant staff.
Works closely with various DOHMH division hiring managers to ensure timely submission of job postings and selected candidates.
Serves as a backup to the Personnel Manager to provide guidance and ensure compliance with Public Infrastructure grant. and fiscal agent hiring processes
Works closely with the Finance unit to ensure on time completion of staff grant certifications and assist with invoicing on grant-funded contracts.
Supports event and meeting planning and logistics inclusive of agency issued trainings
Updates applicant Tracking Systems to reflect status of candidates and requisitions.
Serves as a proxy for the Personnel Manager regarding PH Workforce/PHS matters when unavailable.
Reviews grant -related documents/materials and provides edit/revisions when needed.
Creates and maintains data analysis on grant OTPS spending.
Works cross functionally within OPER divisions on various projects.
Qualifications:

A Master’s Degree in Public Health, Health Administration, Public Administration, Business Administration or related field or A Bachelor’s Degree with at least two years’ experience in administrative work or A High School Diploma least three years experience in administrative work.
Excellent communication (verbal & written) and interpersonal skills.
Strong analytical skills and ability to manage large datasets of qualitative information.
Knowledge/experience working with the public health sector.
Experience coordinating projects involving multiple stakeholders.
Ability to prioritize and work in fast-paced environment with hard deadlines.
Fluency in Microsoft Word, Excel, and PowerPoint.
Salary -$72,000 per annum

Additional Information:

This is a temporary grant-funded position ending in November 2027.
This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
This individual will be expected to work non-business hours during emergencies.
