Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to: surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to establish, expand, train, and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives over 2 years.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending June 30, 2023.
Program Overview: COVID-19 Response, Integrated Data Team:
The mission of the Integrated Data Team (IDT) is to identify, synthesize and integrate public health data to inform emergency response and promote health equity. Using data from multiple stakeholders, we coordinate with data owners, community organizations and City leadership to solve complex problems, build consensus and improve pandemic response. We make sure decision makers, community organizations and the public have access to meaningful, timely data.
The Bureau of Application Development and Database Administration in the Division of Information Technology seeks a Spatial Data and Mapping Analyst to join its award-winning, innovative technology team in revolutionizing public health IT and support the work of the Integrated Data Team. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers’ health and improve DOHMH’s business operations. We are seeking a dynamic individual who will work on spatial data services for multiple Health systems. The candidate will have exposure to a wide range of public health GIS & Informatics applications with a focus on supporting the COVID-19 response and recovery while helping to build capacity for future pandemic preparedness.
The Spatial Data and Mapping Analyst would execute analytic and mapping tasks under the supervision of IDT and IT Data Services Project Leads and often requiring rapid turnaround. These analyses would draw on large, constantly changing, often uncleaned datasets and require expertise with mapping, data manipulation, and data visualization software (e.g. ArcGIS, Python, SQL). This analyst will also support the development of spatial datasets to support automation of analysis, mapping, and reporting within IDT, DOHMH, and the City, at large.
- Support IDT and IT Project Leads in communicating data and spatial analyses to many audiences.
- Collaborate with Divisions of Epidemiology, Emergency Preparedness and Response, and Disease Control to execute both basic and complex data and mapping analyses.
- Prepare static and interactive maps and dashboards for internal & external audiences.
- Use mapping and statistical software (e.g. GIS, Python, SQL Server) to clean, manage, and analyze data.
- Manage and manipulate large, complex, uncleaned, and constantly changing data sets and databases
- Examine the integrity and comparability of data.
- Provide routine data maintenance on established data sources.
- Conduct trainings and workshops on GIS to build workforce capacity to support ongoing and future COVID-19 and pandemic response.
- Create documentation for all work products.
- Degree in computer science, geography, surveying, engineering, or related field.
- Experience creating interactive maps and applications in ArcGIS Online environment.
- Experience with NYC geographic data, NYC Open Data, NYC Geo Support.
- Strong data management, communication, and quality assurance skills.
- Experience producing high quality error-free mapping and data visualization products and analytic deliverables in high-pressure contexts.
- Experience with mapping US Census data.
- Experience with Excel for data prep, manipulation, and formatting.
- Strong attention to detail and data quality checks.
- Strong analytical skills and ability to manage and report complex information.
- Ability to prioritize and work in fast-paced environment with hard deadlines.
- Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.
- Expertise in the full suite of ArcGIS Products (including Pro, ArcGIS Online, Survey123).
- Ability to create spatial datasets and perform geographic data processes on spatial data.
- Excellent communication (verbal & written) and interpersonal skills.
Additional Desired Qualities:
- Ability to manipulate data and automate geospatial processes using Python and/or R.
- Experience with Python, SQL Server, R, Power BI, Geocoding, Tableau, Power BI, Air Table.
- Interpreting, analyzing, and drawing conclusions from epidemiological and other public health or publicly sourced data.
- Desire to grow professionally, develop new skills and willingness to work outside of comfort zone and can learn independently.
- This is a temporary grant-funded position ending June 30, 2023.
- This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
- Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
- This individual will be expected to work non-business hours during emergencies.
