Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to: surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to establish, expand, train, and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives over 2 years.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but work will be supervised by DOHMH. This is a grant-funded position ending June 30, 2023.
The Office of External Affairs manages many of the NYC Health Department’s most critical interactions with the public, from raising awareness and promoting healthy behaviors to advancing policies and responding to health emergencies, including the agency’s COVID-19 emergency response and the City’s vaccination campaign.
The Bureau of Communications, within the NYC Health Department’s Office of External Affairs division, serves as the agency’s in-house publisher; develops public health marketing campaigns and related collateral; provides materials and services in languages for limited-English proficiency New Yorkers; maintains the NYC Health Department’s website and its social media platforms.
The Bureau of Communications plays a key role in the NYC Health Department’s COVID-19 emergency response. Since the beginning of the emergency activation, Communications has led the agency’s public messaging initiatives and has developed vital COVID-19 materials for all New Yorkers. Communications also works with every division and emergency response group to create materials to meet the agency’s goals of protecting and promoting the health of all New Yorkers and especially those New Yorkers who have been most disproportionately affected by COVID-19.
Within the Bureau of Communications, the Health Media and Marketing group directs the creative development of all of the NYC Health Department’s multi-channel, multilingual media campaigns and coordinates placement of those ads and educational materials across all media platforms, including outdoor advertising, television, streaming video, radio and digital ads in multiple languages.
Summary of Position:
The NYC Health Department has an opening for a Project Manager to work within the Marketing unit. Reporting to the Assistant Director of Marketing, the Project Manager will be responsible for coordinating the creative development, production and release of large-scale, high profile media awareness campaigns to provide the latest guidance on COVID-19 and vaccines to New Yorkers and specifically to reach the most priority communities.
Specifically, the Marketing Project Manager will:
Oversee development, production and launch of media campaigns across multiple platforms including video, print and digital formats.
Edit media campaign assets for easy comprehension, style and consistency, and work with Language Services’ colleagues to translate media assets into languages needed to reach target audiences.
Liaise with other divisions and bureaus as well as external partners including community-based organizations, regarding communications, translation and other language needs for New York City residents.
Collaborate with staff in other Health Department ERGs, divisions and bureaus as well as with other City agency stakeholders to devise public engagement strategies to disseminate COVID-19 and vaccine messaging.
Work with the in-house Media Buyer to plan and reserve media placement.
Work with the Health Department’s and the City’s contracted vendors to produce creative concepts and materials accessible to New York City’s diverse population.
Support the agency in its efforts to comply with Executive Order 47, mandating that 50% of the agency’s print marketing budget be allocated to ethnic and community media outlets.
Evaluate the effectiveness of marketing campaigns, by collecting data regarding results generated as well as vendor reports.
Collaborate with other Communications team members to finalize, post and translate final media campaign assets, as well as to track media spending to ensure correct and accurate fiscal record keeping.
Qualifications and Requirements:
A baccalaureate degree from an accredited college or university.
Previous experience working in fields related to communications and specially marketing for at least 2 years with experience project managing large-scale, multi-media campaigns.
Capacity and willingness to learn more about marketing across all platforms and current trends as well as how to.
Capacity to communicate academic/scientific guidance into easy to understand language.
The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.
Proficiency in languages other than English a plus
Must work well independently and as a team member.
This is a temporary grant-funded position ending June 30, 2023.
Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
This individual will be expected to work non-business hours during emergencies.
