Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to: surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to establish, expand, train, and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives over 2 years.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending June 30, 2023.
NYC DOHMH’s Division of Epidemiology collects, analyzes, and disseminates information about New Yorkers’ health. Its work informs public health program development and policy decision making. The division also provides epidemiologic support to other DOHMH programs, applied public health training to students and clinical guidance to primary care physicians. The division’s broad goals include strengthening and expanding DOHMH’s surveillance efforts, conducting innovative research, making DOHMH data broadly accessible, and improving public health knowledge and skills.
The Bureau of Epidemiology Services collects, analyzes, and disseminates data on New Yorkers’ health and provides epidemiologic support to the entire agency. Within the Bureau, the Data Governance and Informatics Unit is responsible for developing, implementing, and maintaining data governance administration, workgroups, policies, and structures to manage access to some of the most frequently used confidential administrative health data (Medicaid, SPARCS and Regional Health Information Exchange data (electronic health records) accessed by health department analysts to support health data research, surveillance and analyses. This requires maintaining data use guidance, policy and other supportive documentation on confidentiality, security, and access; and developing and maintaining systems for tracking authorized access, use and dissemination. As part of this work, the Unit collaborates with the NY State Department of Health regarding authorized data access ensuring compliance with Federal, state, and local laws and regulations, working with DOHMH legal and IT to ensure compliance with select data use agreements and facilitating collaborative research with sister agencies and other entities. The Unit is also actively involved in the development of an agency Master Data Management and Person Index that is intended to integrate core administrative health data sources.
DOHMH has an opening for a Data Governance Business Systems Analyst, reporting to Director of Data Governance [JP2] and Informatics, in the Bureau of Epidemiology Services. Governance of COVID-19 data collected by DOHMH for surveillance and research activities during the pandemic response continue to be maintained and managed by disparate health department programs, making it challenging and time consuming to access, analyze and report on these data. Systems for authorizing data access, use and disclosure range in sophistication from verbal agreements to more formal management systems. The person in this position will assess existing systems governing data access authorizations, use and disclosure, and will facilitate the development of an Administrative Data Governance Tracking and Audit System with expandability to an interoperative system to manage and authorize sharing of confidential COVID-19 and other health data. The Business Systems Analyst will conduct process and gap analyses of the current systems and use the information gathered to propose systems that will operate to meet a select scope of the business requirements.
Specifically, the Data Governance Business Systems Analyst will: [PP3]
Assess existing systems and workflows including those used to manage governance and sharing of COVID-19 related data in the health department; understand business needs; provide high level workflows to recommend/create a future state/system. [JP4] [KW5]
Develop, communicate, and manage Microsoft Visio flow diagrams.
Assess, document gaps and needs in current Microsoft systems (e.g., Excel, ACCESS, SQL, other) and consider transition to MS SQL or alternative MS SQL shop and data driven organization.
Communicate technical information to business owners.
Create recommendations for next steps in system development, including documenting business and technical specifications.
Liaise with data governance/data stewards and BES IT project management.
Participate in research/assessment of interoperable data request/disclosure management systems.
Document rationale and justification for tools and services to fund a central, interoperable data request/disclosure management system.
Schedule meetings, develop agendas, document project conversations. and follow-up on next steps to ensure completion of all tasks.
Prepare written materials to summarize findings for multiple audiences.
Bachelors or Masters’ degree in a relevant discipline (Business Administration, Applied Business Analytics, Information Management, Computer Science, or comparable),
Certification in Lean Six Sigma or comparable.
5 + years in field related to business or systems analyses.
2+ years’ experience writing SQL queries and using related Microsoft tools (e.g., SSIS, SSRS, Power BI).
Familiarity with public health administrative, survey and/or surveillance health data and/or its analyses, outcomes, and reports.
Familiarity with privacy, confidentiality and/or HIPAA regulations and their application.
Experience with stakeholder engagement and project management.
Strong analytical skills and ability to manage and report complex information.
Experience with data collection, analysis, and interpretation.
Ability to be pro-active and self-motivated [JP7] and build strong relationships with teammates and foster teamwork in a highly dynamic environment with multiple stakeholders and timelines.
Excellent written, verbal, and interpersonal communication skills.
Ability to handle multiple tasks under tight deadlines.

This is a temporary grant-funded position ending June 30, 2023.
This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
This individual will be expected to work non-business hours during emergencies.
