Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to: surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to establish, expand, train, and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives over 2 years.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending June 30, 2023.
Program Description:
The Office of Emergency Preparedness and Response (OEPR) promotes DOHMH’s and NYC’s ability to prepare for, respond to, and recover from health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises and through regular engagement with communities as well as city, state and federal partners. OEPR envisions a healthy, resilient city in which all New Yorkers are able to achieve and maintain optimal and equitable health outcomes before, during, and after emergencies. OEPR’s work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster. OEPR works to improve its application of a social justice and racial equity lens to its emergency preparedness and response work to ensure the most equitable post-disaster public health outcomes possible.
The Office of the Deputy Commissioner coordinates division-wide priorities alongside the Chief Operating Office and Commissioner of Health. As a response to the COVID-19 pandemic, NYC DOHMH identified five strategic planning priorities which will drive the agency’s work in the coming years. One of the five priorities is to transform the agency into a Response Ready organization to strengthen recovery from COVID-19 and better posture the health department for future emergencies. OEPR, alongside the agency’s Chief Operating Officer, is leading the process and development of the Response Ready strategic planning priority to transform the agency over the next 3-5 years.
Summary of Position:
DOHMH has an opening for a temporary part-time Advisor to Response Ready. Under the direction of the Deputy Commissioner for the Office of Emergency Preparedness and Response, the Coordinator is responsible for project managing and synthesizing information for the successful advancement of the Response Ready strategic planning priority. The Coordinator will work in step with a vendor, Cambridge Meta-Leadership, to structure and manage a series of visioning conversations, contribute to drafting a final report, and provide structure to project management meetings.
Specifically, the Advisor to Response Ready will:
- Provide project management support and create a system for synthesizing and sharing information with project stakeholders.
- Create and maintain an organizational system to track key project milestones.
- Collaborate with internal DOHMH stakeholders and contracted vendors to coordinate information sharing and produce high level summaries.
- Attend meetings, synthesize and organize information for documentation.
- Assist DOHMH and contracted vendors with the creation and drafting of reports and special projects.
- Lead DOHMH development of a final project report.
- Pay Rate: $66.00 per hour – $66.00 per hour
Qualifications and Requirements:
- A baccalaureate degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and two (2) years of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area;
- Previous experience working in fields related to public health for 3 years.
- The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

- Strong analytical skills and ability to manage and report complex information.
- Experience with data collection, analysis and interpretation.

- Experience working with the public health sector and coordinating projects involving multiple stakeholders.
- Ability to prioritize and work in fast-paced environment with hard deadlines.
- Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.
Additional Information:
- This is a temporary grant-funded position ending June 30, 2023.
- This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
- Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
- This individual will be expected to work non-business hours during emergencies.
