The State of Connecticut, Department of Public Health (DPH) is hiring! We are seeking two qualified individuals for the position of Environmental Analyst 1. These Environmental Analyst 1 positions are within the Environmental Health and Drinking Water Branch. The selected candidates will perform a variety of functions related to the implementation of the Operator Certification Program (OCP). These positions will require possession of a valid Motor Vehicle Operators license and will be required to travel.

The DPH has primacy to uphold the Safe Drinking Water Act and oversee state laws that assure purity and adequacy of the state’s public drinking water systems and sources. The EHDW Branch regulates approximately 2,400 public water systems that provide safe drinking water to over 2.9 million people in the State of Connecticut. Additionally, the EHDW Branch oversees activities related to food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and over 15 environmental licensing and certification categories.

Under the direct supervision of a Supervising Sanitary Engineer, this position will be responsible for duties that will include, but are not limited to, the following:

Review and evaluation of backflow devices and backflow prevention devices
Evaluation of public water system (PWS) distribution system vulnerability to cross contamination or water stagnation
Assist in the assessment of certified operator performance
Review cross connection survey reports & exemption verification forms
Assist in developing a focused training program to improve systems’ capacity and compliance status
Evaluation of PWS source and treatment to prevent cross-contamination
Assist in reviewing and approving technical training courses
Review and process operator certification initial and renewal applications
Assist in the other Operator Certification and Cross Connection Program tasks, including but not limited to development of revised regulations, database maintenance for compliance, and development of webpage information
Provide technical assistance to water systems’ owners, operators and to Local Health Directors
Assist in processing complaints, potential investigations and disciplinary actions according to the SOP
Participation in routine Top Operator Workgroup meetings and other operator certification program meetings as needed
Assist in the development and presentation of programmatic training modules for certified operators, Backflow Prevention Testers, and Cross Connection Control Survey Inspectors
Develop standard operating procedures, as necessary
Develop circular letters, as needed
Perform related duties, as required

These Environmental Analyst 1 positions are permanent, full-time, 35 hours per week positions based out of Hartford, CT. A flex schedule may be permitted following the successful completion of a working test period, including opportunities for an alternate work schedule and/or teleworking in accordance with State policies. These positions have the potential to increase to 40 hours and the salary will be commensurate with the increase in hours.
